Conditional formats being overwritten

I'm assisting with a workbook that has a LOT of conditional formats and they
are being overwritten. Has anyone come up with a fool proof way to prevent
this? Unfortunately, they are in cells that can't be locked.

I sometimes write macros to auto restore formulas that end users delete.
Same idea...

I'm testing the "Target" for conditional formats and formulas in the
Worksheet_SelectionChange event and acting on what's found in the Worksheet
change event. I wish I didn't have to do that, but I do.
