Condition Cell Shading

How do I format a cell to either change the font color or shade the cell when
it is below the value of another cell?
 
In FrontPage? Requires server-side scripting or JavaScript to read the
values of the cells and apply CSS styles accordingly.

In Excel? Best to ask in an Excel newsgroup or forum.
