Computer won't shut down

Hello,
I have Windows XP.
My computer will not shut down. I click on "Start" and
get the box and then click on "Shut Down", but nothing
happens. I always have to hold the power button In until
it shuts down. I even downloaded Service Pack I, but it
didn't help.
Can someone help me please?
 
Has it ever shutdown? Can you shutdown in safe mode? If you can shutdown
in safe mode then it might be third party. You can use msconfig to
troubleshoot that side of it:
