computer won't boot

My computer will not boot up. It gets to a screen that
says Unsurmountale boot error and then some techie gobbly
gook. It gives me the option of opening in safe mode, but
that does not work. Also, it says boot with last known
settings, that does not work. Then it suggests
uninstalling the last program I installed, since I can't
open Windows, how does one do that? I run Windows XP
Home, am I totally screwed?

Ok, that got rid of the Unsurmountable error, but now it
has an IRQL Not Less or Equal error.
