Computer wont boot past the password stage

The Hard drive has XP on it but I think some idiot tried to install ME and
when I boot it just gives me the black screen and asks for a password and
asks me to press enter to leave password security enable or press ctl enter
to disable password security and no matter what button I press I get the
enter password. I tried to put my XP cd in and no luck. I tried to use a
boot disc and no luck. Is there any way I can boot up with and bypass the
password?

The first thing is to go into the BIOS and make sure that the cd drive is
ahead of the hard drive in the boot order so you can at least boot into the
Windows cd.

I cant get into the bios, it just goes into the black screen and asks for the
password which we dont know. The computer is a Dell Dimension 8200. I tried
