Running xp after shutting computer off it turns itself back on

Go to the BIOS.
Look for something like "Wake on LAN" or "Wake on ring".
Disable them.

I've seen this with a bad/failing power supply...goofy i know...but once i
replaced it that machine never came on until i pressed the power button.
