Computer takes a coffee break

With 2.8 P4 and 1 gig ram, this Dell just hangs for maybe 5 minutes,
sometimes while downloading web page. If you have Task Manager running, you
can watch while System Idle Process runs at 97- 98 % CPU usage, yet nothing
will load. If you don't have Task Manager running, it won't load, nor will
anything else until computer gets off coffee break, then anything you tried
to load will finally load all at once.Have ran 5 different antispyware
programs and followed Dells recommendations cleaning caches and temporary
files, have defragged and cleaned hard drive. Mouse doesn't lock up and
date&time will display when you roll over them-Any suggestions?

Have you changed the hosts file? A large hosts file can cause web pages
to load slow.
