Have you tried restarting in "Safe Mode"?
Or Disabling Automatic Restart?
Have you had the "New" pawer supply tested to make sure it is supplying the
proper voltages?
(even "new" ones sometimes are defective)

You're posting a Win2000 in an XP ng?? glossing over that ...

You don't say whether problems started before or after your new graphics
card.
If after - have you installed latest driver (for W2K) ? is one possibility.

Another possibility (as I know, to my cost) is that if the "old" PSU was
failing, it could have already damaged your m/board. PSU failures sometimes
include excess voltages, and depending which of the many power lines out, is
which hardware is damaged. A new psu cannot rectify damage already done.

Was the CPU overheating?? Trust you renewed the thermal compound layer
too - if you didn't, sure as eggs is eggs it will still be overheating -
just cleaning the heatsink and fan isn't really sufficient (and if it is
only a CPU overheating problem, have you tried a bigger heatsink/fan?)

Neat tip - if you go that route, use the "old" fan as an additional case
fan - you'll find a "spare"fan power supply on the m/board, if you don't
already have a case fan).
