FTP, localhost issues

I'm trying to set up an FTP site, but nothing seems to be working. I'm
on DSL, behind a Netgear MR814v2 router. I have ports 20,21, and 80
forwarded. I have Windows firewall turned off. I use PC-Cillin 2005 as
a software firewall. I have all the ports open on there as well. Even
if I turn off PC-Cillin completely, the FTP doesn't work. I'm using
Cerberus FTP Server. I'm using the onboard NIC.

Also, I can't even connect to my own computer. If I try to go to
127.0.0.1 it doesn't work no matter what I try, so I'm assuming the
problem is not the router or the software firewall, but I don't know
what to do.

Any suggestions?

My computer is:
Abit KV7 Mobo
Athlon XP 3000+
1Gig PC3200 DDR RAM
GeForce FX5500 256Mb
Windows XP Pro SP2

check the port 21 is bisecting or not using this command: netstat -an |find /i "21".
