computer shut down

My computer is running win2k, and when I try to shut down
the computer keeps re-booting and not shutting down.

Check the value of this Registry key:

HKLM\Software\Microsoft\WindowsNT\CurrentVersion\Winlogon\PowerdownAfter
Shutdown

it should be set to 0; if it is 1, the box will reboot as you describe.
