Computer restarts instead of shutting down

Hello. I am running windows xp on a P4 2.66MGHZ system
with 1GB of memory. When i select shutdown the computer
shuts down but then it restarts itself. I am not sure if it
is a hardware of software issue. Can somebody please help me?
