Make sure that you are really turning it off and that you're not
putting it into sleep/hibernate.

Check both in BIOS and in Vista Power Mgt. settings that the Power Button is
set up to turn off computer; it seems now it's set up either to restore
computer in the state it was before pressing the button or to enter
sleep/hibernation but it does not.
