computer not turning off

I have an ATX computer that I have just installed windows
XP Pro on, I've now formatted my hard-drive, and
reformatted it, but every time I reinstall windows I end
up with the same problem: I can reboot, but when I try to
shut-down, all it does is turn off the keyboard, the
mouse, and the hard-drive, while the rest of the computer
stays powerd-on. I have allready gone through the
motherboard BIOS settings, and I've cheaked the trouble-
shooters and everything. I'm stumped nearing my whits-
end! does anyone have any suggestions on what to do???
