I'm thinking of hanging my next computer off a nail in the wall, without a
case just with the mobo and that fitting that holds motherboards into the
case. Would anyone know where I could get some information on protecting
this type of configuration from electricity surges?

There is no greater chance of electricity surges doing what you describe
unless someone will be touching the components, which of course requires
same anti-static preparation as touching components that're mounted in a
case. As for powering the board nothing changes, the power supply is
still providing same function in a case or outside of one.
