computer hanging on startup

Computer stalls on startup after enter name and pw, after
music, but before get icons to show up on desktop. I
think the culprit may be a file "tapivb.exe". It is in
the WINNT\INF directory. If I go to task mgr while on
desktop w/out icons and "end tree process" on this, I get
the computer to continue loading and get my icons,
although still running slowly. Anyone know how to figure
if this is a legitimate windows file or not? Any
suggestions to solve this problem. On occasion, the
problem seems to go away if I disconnect the power cord
from the computer then reconnect and power up?????

AFAIK, the INF directory contains no executables. I would
rename the file to "tapivb.ex" and see what happens.
