Computer Hang at shutdown and startup

In reference to Windows XP Home edition, after clicking hte "turn off"
button, the computer goes through it's shutting down process, and then
instead of turning off the machine, the screen goes blank (black) and the
machine stays on.

Also, at other times when turning on the machine, Windows does not engage.
That is, the machine turns on and all the lights look busy, but the monitor
either remains blank or says, "no signal received"

Often due to an app you have set to run 24/7 that windows is having
trouble shutting down automagically. Use msconfig | Startup to tweak the
niggle.
