Computer gone wierd

My computer recently crashed and it's missing some files
to run some programs. One thing it doesn't do is obey
the Apply or Okay command when I try to change settings.
Is there any way to fix this before I reformat my
computer?

Have you tried system restore, one before the crash?

And in reading these newsgroups, there is a repair option
in the install. So before you reformat, that might be a
possibility.
