Computer asks for security login and I did not set it up

When I turn my computer on it takes me to a page asking
for a password. I do not enter one, and it just goes
ahead and opens up the desktop. Why does this panel
appear, and how can I get rid of it.

If I need this panel, why?

This happens when you install the .NET framework from Windows Update. To
bypass the logon screen, click Start, Run and enter CONTROL USERPASSWORDS2
Uncheck Users must enter a username and password........... Click Apply.
Enter the user name that you want automatically logged on. Leave the
password blank if you never assigned one.
