Computer Administrator reset to Limited Access

I tried to set up another user in my Win XP to have
administrator rights. However, when he tries to log on,
he has limited access. It seems that the computer
administrator rights that I provided to him when I set it
up as the current administrator is reset automatically to
limited access by the computer when we are switching from
my logon to his logon.

Please advise if anyone of you had encountered this
problem before and what did you do to resolve it.

Chester,
If you are on a domain, there maybe a Group Policy that overrides your
giving the Admin rights. A network GPO will carry over yours at all times.
