Component Designer Server Error

I have downloaded an evaluation copy of XP Embedded and am currently trying
to install it on my system. I am trying to dual boot between Windows XP Pro
and Windows XP Embedded.

I am running through the "Tutorial: Building and and Deploying a Run-Time
image". I am getting problem in Step 2: Create a Component for Target Device.

When I try to start up Component Designer I get and error message

"Component Designer canot log on to the component database "PCNAME",
Possible causes: the database is already open by another user in exclusive
mode, or the database does not exist on the server, or you do not have
permission to access the database"

I have not installed a server and am not aware of it.

- What is the Server?
- Why Do I need it?
- Where Can I get it?

By "server" they are referring to the database server which should be on
your development machine. Did you install MSDE? If so, did you install the
component database?
