How do I make my Word 2007 compatible to people that I email things to? They
have tried to download the Compatibility pack but they can't get it to
download. Is there a setting that I can adjust to make it compatible?

Yes - save your files as the 97-2003 format.

Office Button > Save As - pick the Word 97-2003 option.
