Compatibility Wizard

I had a program that worked fine with Windows 98SE.
It will not perform properly with Windows XP.
I am trying to use the Program Compatibility Wizard to make it work with XP.
I reach the point where it says: "To test the program with the new
compatibility settings, click Next."
When I click Next, I receive the following message: "This file does not have
a program associated with it for performing this action. Create an
association in the Folders Options control panel."
I don't have the slightest clue as to what this means.
Any help will be greatly appreciated.

What is the name of the program?

Is it an .exe or a .com file?
