Comparing Files on directories

I have dirent folders that contain the same information, I
need to compare the content of the folder so I can deside
which file should be deleted or removed.

Is there a way to compare the content of the file?, I
think DOS used to have this functionality.

You may be able to use windiff.exe to do this.
