Compacting Deleted Messages in Windows Mail

I like to know how do you compact deleted messages footers, and headers
after using maintenace functions in windows mail?
This feature is in Outlook Express?

Windows Mail can automatically compact the message store (index) upon
closing the program. By default, it does it every 100 times you exit. You
can change the frequency in Tools - Options - Advanced - Maintenance
[x] Compact the database on shutdown every [xx] runs

I don't know if OE has this function.

OE compacts its message folder as that also contains the database. The
database in WinMail contains no messages, so File | Folder | Compact all
compacts only the database and has no effect on the eml files (messages).

Press the Start button. Go to the System Tools of the Accessories. There is
a Disk Defragmenter tool; it will defragment the Windows Mail messages too
if they need it. See the other answers for an explanation for why that is.
