compacting, compressing, etc

When outlook express asks to compress, compact files...is it recommended to
perform this? Reason I ask is that it seems to affect incoming and outgoing
mail with delays.

Yes, do it and don't touch your mouse or keyboard while it's doing it.
If you're up-to-date with Windows Update, you will find all your .dbx
files in the recycle bin with a .bak extension. This is a back up of
your messages and normal. If all is well after compacting, delete the
files in the recycle bin.
