Compact (mobile) Device question

A basic question about the framework for phones. I don't think that my
phone has the capabilty to run the framework, but it does have a
browser. So there must be two kinds of apps, those that target a phone
browser but run on the server, and those that run inside a smart
device. Like ASP.NET as opposed to a Windows app?
