Compact Framework Service Pack 2 on Smartphones

I fund a post about Compact Framework Service Pack 2 but am a little
confused about it. Since it is dated 2003, can I assume that any Smartphone
2003 device already has it? How can I tell the Service Pack level by
looking at the phone?
