That banner isn't installed. Seeing as the directory
begins with HTTP that tells you that the file is on a
computer outside of your own. That image is hosted as part
of an advertising package from a spyware company. If I
were you, I'd get a program called "Spybot - Search &
Destory". This program removes spyware, immunizes your
computer against reinstalls of known spyware, and can even
lock your IE control panel (toolbox) so that settings
can't be changed without your knowledge.
