Comments far from cell

I have a user who has an issue with their comments in their
spreadsheet.
First off, there are quite a few comments inserted, so not sure if this
is the root cause or not, but the problem is, he clicks on cell 'A93'
and sees the comment. When he right-clicks and chooses "Edit Comment",
it shoots the screen up to the 'A63' area, but you can see an arrow
going from the comment box back down to cell 'A93'. If you click on
the border, you can drag it back down to cell 'A93' and it stays, but
there are many comments, so this isn't an option.
Also, if you click Insert/Worksheet, then copy the whole worksheet and
paste it into the new, blank one the comments stay by their
corresponding cells (if you right-click the tab and choose "Move or
Copy", this does NOT work).
What could be causing this, and is there a fix besides this copy/paste
option. User doesn't like the fact of having to do a copy/paste to
resolve it.

Debra Dalgleish has some code that resets the comment position. (There's
nothing I know that stops the comments from wandering off.)
