I save a file with the comments sized correctly, but when file is re-opened,
some of the comments can't be read because the comment frame is collapsed.
It only happens on one file. Any ideas on how to get the sizing to stay?

You could try the code shown here, to resize the comments:

To make the resizing stay, check the comment properties (Format>Comment,
Properties tab), and try a different setting.
