I am trying to create a file association for a type of encoding file so I can
double click on it to open it without having to choose the encoding in the
list. Does any switch do this? Thanks.

Can you be more specific about what this has to do with Word?
If you mean you want Word to automatically open the different types of
format this it can handle, then you need to turn off tools > options >
general > confirm conversion at open. (There is an equivalent in Word 2007's
Word Options.) Then if Word can identify the file type from its content
and/or extension it will open without further ado.
