Command Prompt

I recently installed Vista Home Premium. (upgraded from XP).
I tried to run 'ipconfig' from the command prompt. I'm getting a msg

'ipconfig' is not recognized as an internal or external command, operable
program or batch file.

No matter what command I put in I get the same message. Why?

Thanks.

It's a little weird how it's done, control panel, administrator tools,
system configuration, tools.
