Command Prompt won't launch

Subject line says it. Don't use it often, but a few weeks ago it worked. Now it doesn't. Get Error Message, "Windows cannot access the specified device, path or file. You may not have appropriate permissions to access the item." This error even comes up in administrator mode.

Make sure the shortcut is pointing to the executable. Unless unless the
executable has been deleted or moved, it should be \winnt\system32\cmd.exe
(or \windows\system32\cmd.exe).
 
I have the same problem.

When I try to run the command prompt I get the following error:

"Windows cannot access the specified device, path or file. You may not have
appropriate permissions to access the item."

I also get this error when windows update tries to run the service pack 2
installation. The error says that it cannot access ftp.exe because I don't
have the appropriate permissions.

I am set up as an administrator on my machine.

I've seen this question posted a few times but haven't seen an answer. Can
anyone help?
