Command Prompt Won't Launch

When I try to run the command prompt I get the following error:

"Windows cannot access the specified device, path or file. You may not have
appropriate permissions to access the item."

I also get this error when windows update tries to run the service pack 2
installation. The error says that it cannot access ftp.exe because I don't
have the appropriate permissions.

I am set up as an administrator on my machine.

I've seen this question posted a few times but haven't seen an answer. Can
anyone help?

Hello Chris,

Try navigating directly to the command prompt in your system32 folder see if
it works. C:\WINDOWS\System32\cmd.exe

Check permissions on the root directory of the drive. Right-click on
the drive and look at its security properties. Make sure SYSTEM has
full permissions (for the root folder, subfolders, and files). Also
check EVERYONE has read & execute permissions (for that root folder).
You might have to look at the advanced settings.

Hi Vanguardx,

When I right click on my C drive and select sharing and security. I do not
see were I can review "permissions". I have also right clicked properties but
I cannot find where I can review "permissions".

I am running XP home edition.
