Cannot Access ....Message

Getting this message when trying to open any
file,security,browser,etc."Windows cannot access the specified device,path,or
file.You may not have the appropriate permissions to access the item"

In Safe Mode the Security Apps. work.My son thinks his friend hit a "Deny"
prompt on our Trend Micro Suite,but we cant even get to any parts of the
Control Panel so I don't think it's a Trend Micro issue.Any help will be
appreciated.

You have to disable Simple File Sharing and take ownership of the files.

You must start up in Safe Mode in order to unlock the files, but you
already know how to do that.
