Command line tool for Windows 2000/2003 server

Does anyone know if it's possible to do user/group management on Windows
through a command-line interface or other mechanism that can be
software-driven rather than GUI-driven? Something analogous to the UNIX
adduser/addgroup?

cusrmgr from the Resource Kit.
