Combo drive (SD-R5472C) reads DVD but will not r/w CDs (2 NEW PCs)

I have 2 newish maxdata PCs with Toshiba combo drives (SD-R5472C)
I noticed first one wouldn't read CDs but is fine with DVDs so set up a
second identical one that I have recently bought - identical problem,
it will read/write DVDs but not CDs (reports no disk inserted).
I've tried updating firmware to latest version - which worked but did
not solve the CD issue.
I imagine it is a problem with faulty CD lasers (unless anyone has any
ideas on drivers / firmware / compatability).
Any thoughts?

Is this the optical drive you have, you have two, right..?
Did they both come with bundled burning software..?
What burning software are you currently using, include all you have
installed..
