combining two contiguous partitions

I have a dual boot system on my computer with xp home on one side and
another copy of xp on the other hard drive.
On Disk O I have a c drive with 11 gigs and and empty formatted partition
next to it with 8 gigs. When I set up the partitions I did not realize that
I did not have enough room to run all of the programs that I wanted. At this
point I would like to combine the two partitions into one and reinstall the
os. Is this possible without using a product like partition magic?

No. There is no way that you can increase or extend the size of the
System and or Boot volumes without the use of third party tools. In
addition to Partition Magic there are free tools that can do this,
BootItNG for example.
