com1 fail to open

A little help please...
I'm trying to connect to an external device through the
com port. Regardless of when I try to connect or how I
try, I get a "fail to open com1" error message. I am only
using the onboard com port. The device I am trying to
connect to is an ELO touchscreen. I have been unable to
get this working as of yet. ELO says its a software
issue. I would really like to get this going. My machine
is a dell dimension, again with only the one com port and
one parallel port. Thanks in advance.

Is the COM port enabled in BIOS? If so, look in "Device manager" and
see if there is a problem with the COM port. Also what do you mean when
you say "When I try to connect"? You have the touch screen all hook up
BEFORE you turn on the PC, right?
