COM ports

Having problem with COM ports. COM 3 always states that it
is busy and will not communicate with 3rd party app.
attached. What can I do to correct problem.

COM3 shares IRQ4 with COM1. So for starters make sure there is nothing
using COM1 while you're trying to get COM3 working.
