COM+ keeps starting and never gets started

The COM+ services produced an event entry (see below) and after that it never
gets started again.
Due to this missing service I can't connect my PDA (QTEK 2020) and
synchronize with Outlook. There is not even a way to stop the service (beside
Taskmanager).
Anyone having an idea?

The COM+ Event System detected a bad return code during its internal
processing. HRESULT was 80070005 from line 44 of
d:\qxp_slp\com\com1x\src\events\tier1\eventsystemobj.cpp. Please contact
Microsoft Product Support Services to report this error.
 
I'm not expert enough in this area to really help, but I'll throw out some
ideas.

80070005 means access denied.

Have you knowingly made any changes to DCOM permissions on your machine?

Is the "COM+ Event System" service running?

Are you running as an administrator?

Are you logged into the machine directly or over remote desktop?

That's the one remaining in status "Starting" (for ever)
Are you running as an administrator?
No, as a power user, but I could give it a try as admin
Are you logged into the machine directly or over remote
desktop?
Directly, using a network ID connected to a PDC

I just gave it a try as an admin.
Negative result. The event that occurs is exactly the same as before.
I tried to report this to MS in Germany, but I'm not able to pay the fee of
390 Euro (some 500 US$) for a single incident, as was required on the phone.
