COM+ doesn't start

I'm unable to start COM+ System Application service.
Here is what i find in the event log:

Is the setting for the service set to Manual? Mine is. Start, Administrative Tools, Services.

The service needs RPC ( Remote Procedure Call ) to have started before it will start. Has it? Look further up the page on Services?

I'm unable to start COM+ System Application service.

I found that if you also start the RPC Locater service the COM+ error goes away. I set the startup as Automatic so the service will start at Windows startup.
