I have a frames page with the individual frames set up as
different sizes for width (listed in %'s). The problem
is that when the page is diplayed on a larger screen, it
just looks funky.

Is there any way to change this so it will look similar
for all screen resolutions? And monitor sizes? I'm
running this on a 21" at work, at a 17" at home.

First you need to design for a monitor "resolution setting" and forget monitor size.
I would design for 800 by 600 and center the content which will then display nicely in 800 by 600 up
to 1152 by 864 which will cover 97 percent of the visitors to your site.

I would also consider getting rid of the right hand frame and then use the space to make your "main
content" frame larger.
