Column truncation in tab-dellimited text - Excel 2000

I have a worksheet with a header row. It has 50 rows of
data in columns A and B, but only sporadic data in C and D
(except the headers). When I have no data in C and D, and
Save As ... Text (tab-delimited), then open the file in a
text editor, there are tabs for all four columns in rows 1-
16, but only for Columns A and B in rows 17-50. Further,
if I put some data in, for example, column 4, row 22, and
save again as Text, the truncated rows begin at 33. And if
I put data in col 4, row 42, the truncation starts at row
49. The pattern appears to be multiples of 16.

How can I get Excel to give me all columns in all rows in
tab-delimited format? I can't put blanks in column 4, or
even in the last row. The output file has to be read by
another application which needs all the tabs in every row,
but can't tolerate "fake" data.
