Colorize Background

I have severe computer related eye strain and need to change the color of the
display/screen background. I do not mean just for my screen saver or
desktop. I am looking to change ALL screens, ie: Office, Online, all
programs etc...

I know this is possible because I was able to make the change on my last
laptop.
 
Right click Desktop > click Personalize > Windows Color and Appearance >
click the link > Open classic appearance properties for more color options >
click Advanced > click in the "Item:" list box and choose > Application
Background.
 
Thank you Andre for your response. I'd actually already tried these steps
and the screen color does not change. I hit apply and restarted, which made
no difference.

Do you have any other suggestions?

Have you tried High Contrast ?

Click the Start Orb
Type e
Above, click on Ease of Access Center
Select Setup High Contrast

If you hold down Alt, left shift key, print screen...it should activate it
