Colored bars under links to different sites

When I open a web browser to any web site some, not all of the links on the page will have a colored, solid horizonal bar just below the link. Also some of the links will be highlighted with a color of tan. The bar is usually a nice solid green. I have reinstalled IE 6 SP1 and still have the same results. I can't seem to find any setting that would cause this. Any ideas would be great

First eliminate any scumware.

Note that AdAware and SpyBot S & D will each catch some things the other
won't. Also, each needs to be updated with the program's update function
before every use, even when just downloaded. There's also a lot more to do
