Color messing up/icons sizing

On my friend's computer, his father installed a printer,
started the computer in safe mode, and for some reason
now the highest color he can get is 16-bit color... He
assumes that it is in safe mode... I think that it might
be something with the color. Please help...

Safe mode only gives icons in 16 colors. To get high-color icons (256
colors), right-click on the desktop background, select "Properties"
and go to the Settings tab. The Colors must be set as either High
Color or True Color (these are not available in Safe mode, however).
Once you've done that, go to Effects tab to make sure that the "Show
icons using all possible colors" option is checked.

You get your computer out of safe mode by rebooting it. If your computer
booted safe mode, then yes, your display settings are restricted.

Is your computer consistently booting only safe mode, and refusing to boot
normally?
