Color/Gamma settings

I can't seem to make the color & gamma settings remain. All of my games are
very dark. I've resorted to having to turn the contrast and brightness on my
monitor up in order to see. Even in the desktop, it remains dark...until I
go back into the Display properties. As soon as I hit that color tab, I'm
blinded as my original gamma and brightness setting returns to where it
should be, while my monitor is set to "Brightness equivalent to direct
sunlight" setting...

So, any clue how to make 'em stick? Am I missing something? YES, I've hit
the "Apply" button...and YES, I've hit the "OK" button.

My system:
Mobo - Asus A7N8X (NON-deluxe)
CPU - AMD Athlon XP 2000+
Video - ATI (Built By) Radeon 9600XT 128MB
RAM - 2 sticks of Happy-n-Cheapo Generic 256MB PC2100 DDR RAM
Monitor - 17" Viewsonic CRT (I think...I'm at work, and can't quite recall
the brand)

Running DX9.0, CAT3.9, and all other drivers/BIOS updated. I tried to
install CAT3.10, but got constant reboots after post....so I did a Windows
XP System Restore back to CAT3.9. Sees to work fine under 3.9. I'm gonna
do a reformat soon, and try 3.10 again then.

email me if you have any solutions/ideas:
