In order to play MPEG2 files or DVD's you need to install a DVD playback
pack
(http://microsoft.com/windows/windowsmedia/windowsxp/buypacks.aspx) or a
standalone DVD player application. I'm not aware of a company giving away an
MPEG2 decoder for free, but you may be able to find a free decoder on
Google.
this dvd playback pack...do I need it FOR WMP if I already have PowerDVD?
Will the codecs that PowerDVD installs for ITSELF also be used by WMP? Or,
is this a separate set to enable DVD playback in WMP?

If you already have a separate Windows XP compatible player installed WMP
should be able to utilize the codec's that were installed and registered by
that player. In a situation like this the playback packs aren't needed. Are
you having problems using WMP for DVDs?
Thanks for the reply and sorry for the delayed response...got snowed under
for a bit.
I have an mpeg file sitting on my drive that plays fine when I open it in
PowerDVD, opens in WMP (8), the audio is fine but the video goes nowhere.
If I use the slider when the file is open, I can see the other frames...it
just doesn't play correctly.
