Code 39 on all USB drives

Hi, I have driver code 39 on Generic Card readers, and all USB cameras, pen
drives and portable drives I try to use.
These were installed initially without special drivers (XP Media centre, all
packs up to date) and for some reason recently have spawned a yellow ?

I've tried rollback - there are no prior drivers, and uninstall, re-install,
they come back with the code 39, along with anything else I plug in.

Help please, dont fancy re-installing the OS....

Tony

More details:

I've looked at the upperfilters posts,
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E967-E325-11CE-BFC1-08002BE10318} has Upperfilter of multi string 'PartMgr'
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{71A27CDD-812A-11D0-BEC7-08002BE2092F} has Upperfilter of multi string 'VolSnap'
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Enum\USBSTOR\Disk&Ven_Generic&Prod_USB_CF_Reader&Rev_1.01\058F312D81B&1
(one of many of the devices with the yellow ? has Upperfilter of multi string
'PLFF'

Cant change the values though, get 'Error writing value's new contents'

full details of one of the devices with the yellow ?:

A bit more information:
When installing, all the devices appear OK as they are discovered, and show
up OK
in the devices view until the discovery finds a 'disk drive' on them, and
then it thinks about it a bit and kapow! I get the yellow '?' on top, code
39.
